to set up an Indian Committee to start Indian Industrial Cooperatives and supply to India some of the techniques they have learned and found useful in China.
We have discussed these ideas with various people in Washington and they have been very favourably received. Everybody realizes that a coordinated system of small scale industries would be invaluable in India. They would increase production, they would improve morale, and further, they might provide a field of work in which all parties in India might cooperate.
We are extremely anxious to have your support. To be specific, we would like your help in the following

To endorse and make possible the transfer of Chen Han-seng to India to set up this Committee.
Instructions to those persons who would be able to grant priorities and help in the obtaining of supplies and transport from India to China.
To obtain sanction and assistance in the transfer of any personnel that might be required between the two countries.
We would like the names of people whom you would suggest, who would be suitable persons for the Indian Cooperatives' Committee.
We should like you to sponsor the Committee and obtain for it good will and assistance of persons whose support would be necessary for its success.
We hope we may hear from you on these matters very soon. We would like to add that our Chairman, Dr. J. Henry Carpenter, at the invitation of Dr.,H.H. Kung and sent by our Board, is leaving for India and China during the course of the next week or so to visit the
cooperatives in China and to do everything possible to further their expansion. At the same time, he will do everything possible to further the objects which we have
